23rd Sutra of the Vibhuti Pada is a wonderful sutra on the saṃyama, on the positive qualities, positive emotions in all of us. And it is a beautiful suggestion that we should perform saṃyama on our own positive qualities and emotions. And the sutra is, a wonderful sutra which says simple simple
मैत्र्यादि॑षु ब॒ला॒नि ॥ ३.२३॥

Maitrī ādiṣu balāni
Maitrī ādiṣu and other things, maitrī is friendliness, friendship maitrī ādiṣu, balāni power, strength saṃyama on maitrī etc. power, strength comes to the person to the sādhaka, to the yogi who performs saṃyama on positive qualities like maitrī. Like maitrī means, in the first chapter we have a beautiful sutra, that is the first chapter 33rd sutra, maitrī karuṇā muditā where there are qualities forgiven though this sutra does not confine only to these three because it mentions maitrī ādi- maitrī and other, positive it can be friendship, friendliness, maitrī it can be karuṇā, it can be muditā and also it can be positive qualities as love, affection lālityam, mṛditam, kṣema. So all the positive qualities positive characteristics of a person and performing saṃyama on that, what comes balāni, strength, power and that is a very important outcome, result of the saṃyama on friendliness.

Let us just try to understand it, the application of saṃyama to various good qualities, feeling a love towards creatures, feeling a love towards a dog, a cat, some birds, some human beings, and a love towards our own parents, our own family members, our own nation, our own community that gives bala, strength because feeling of love towards these things produces a sense of togetherness, a sense of oneness, a sense of commonality, there is sharing of same feelings, so there is a symphony, that strength of togetherness, the feeling of team, group the friendliness builds that. And every human being who has this friendliness or love for someone and if that is, saṃyama is performed on that again we should remember, saṃyama is dhāraṇā dhyāna samādhi the highest state, not just being friendliness, friendship with somebody for the sake of some returns or some fulfilling some desires and getting some gifts and all that, that is not, the highest level of saṃyama is performed on the friendliness, irrespective of the response from the others, an intense feeling of friendliness towards the performer of saṃyama, and he will then be very prone to do whatever the latter may wish him to do it. Thus the sādhaka so to say, gets a power and strength and with that friendliness and love he wins the hearts of the people. That is another strength, his strength gets doubled by their strength his strength and power gets augmented by the strength and power of the others it is an addition, the work which he can do will be supported by them, earlier only two hands of himself now hundreds of hands will be there, hundreds of thoughts will be joined, no doubt there will be an unselfish universal love, friendship prevails that is the love of a Gautama Buddha, that is the love of Sri Ramakrishna Paramahamsa, and that is the power of love and friendliness. And ādi, maitrī ādi means etc., sympathy, courage which are the human traits, and performing saṃyama and all these things, or any one of these, brings out tremendous strength, and of course not limited to what was told in the first chapters 33rd one, but it is in all pervading that ādi is not restricted to only that three, but it is expanded to all other positive qualities.

So saṃyama on the positive qualities unites people, brings their strength and power, and as a whole there is the power of love, power of friendliness not only doubled, it will be multifolded how true it is, how real it is and how practical it is, and that is how a person who performs saṃyama on friendliness he wins the hearts and confidence of the people and the others, and by that he becomes more powerful, more strengthened to carry on his good works.

So maitrī ādiṣu balāni is the sutra of this particular Vibhuti Pada and the vibhūti is the balāni and saṃyama is on the friendliness and that is how the sutra concludes. Let us see the further sutras of the vibhūtis in this particular chapter by Maharshi Patañjali.
